European Accessibility Act (EAA): Barriers are falling
As of June 28, 2025, it will be mandatory for products and services to be accessible to people with disabilities across Europe.
The European Accessibility Act (EAA) is implementing innovations that aim to improve the quality of life for people with disabilities across Europe as of June 28, 2025. The law aims to provide both social equality and new opportunities for businesses by making products and services more accessible. Extensive changes will be made in many areas, from websites to mobile applications, from self-service terminals to digital media tools. However, micro-enterprises will be largely exempt from the obligations imposed by this regulation.
What is the European Accessibility Act?
The EAA is an EU directive that aims to facilitate access for people with disabilities to products and services they use in their daily lives. Adopted in 2019, the law aims to create a more inclusive and equitable internal market by harmonizing accessibility standards across member states.
Which products and services are covered by the regulation?
Products that must be accessible:
Computers and operating systems
Smartphones
ATMs, ticket and check-in devices
Digital television equipment
E-books and their readers
Payment terminals
Services that must be accessible:
Electronic communication services
Access to audiovisual media services
Air, bus, train and sea transportation
Banking transactions
E-commerce platforms
These regulations were prepared to ensure equal participation of individuals with disabilities in society and to make their lives easier.
How will the implementation process work?
June 28, 2022: The process of incorporating the law into national legislation by member states has been completed.
June 28, 2025: It will be mandatory for new products and services to comply with the requirements of the law.
June 28, 2030: Deadline for old products and services to comply with the regulations.
2045: The transition process for self-service terminals will be completed.
What are the responsibilities of businesses?
The EAA aims to facilitate the trade of accessible products and services by introducing common standards for businesses across the EU. This regulation aims to reduce the costs of businesses while creating new market opportunities. Micro businesses are exempt from some of these obligations.
What will be the impact on Turkish businesses?
Although Turkey is not a member of the EU, it closely follows EU standards due to the Customs Union and trade relations. Especially for Turkish companies that offer products or services to the European market, complying with these regulations is of great importance in terms of increasing their competitiveness.
